The OECD, in co-ordination with the World Bank, is undertaking a project to build an Innovation Policy Platform (IPP) that will collect together a variety of OECD, World Bank and national material and transform them into strategic innovation policy intelligence. The IPP sets out to aid assessments in support of policy design and evaluation by providing a web-based infrastructure of resources and guidance aimed at facilitating learning around innovation policy. It should allow countries to arrive at tailored solutions to the innovation policy challenges they face while drawing upon state-of-the-art information relevant to innovation policymaking, including statistics, case studies and briefing notes. Workshop aims 2. The OECD Working Party on Innovation and Technology Policy (TIP) is leading the IPP project. This is the second workshop in support of the project (the first was in June 2010) and has the following general aims: " To set a more well-defined course on a number of IPP infrastructural issues that will enable more detailed project planning and implementation. " To better articulate the shape and content of the IPP s products and services and enrol the active participation of member countries in their preparation. " To further co-ordinate OECD efforts with other international organisations, namely the World Bank and European Commission (EC), and any relevant national initiatives of member countries. Workshop format The format of the workshop consists of a mix of plenary and break-out group sessions. The latter, each having around 20 participants and lasting for an hour and a half, will allow for more active discussion and focused deliberation around key topics for the IPP. Groups will be actively facilitated by well-briefed animators working against a set of questions circulated to workshop participants in advance. Results of discussions will be reported back to plenary by appointed rapporteurs. An overall presentation of the workshop s findings and recommendations will be made at the TIP meeting on the following day. Time TIP Thematic Workshop on the Innovation Policy Platform (IPP) 09:00-10:30 Opening plenary session Presentations by OECD, World Bank and European Commission (Chair: Patrick Vock, TIP Chair) 10:30-11:00 Coffee break11:00-12:30 Morning breakout groups (moderators tbd) 11:00-12:30 IPP Scope The IPP s products and services could take many different forms and cover a variety of needs. Current proposals envisage briefing notes, case studies, practical guidance, statistics and a library of relevant reports and analyses. What should this information cover and how might it be translated and packaged into strategic policy intelligence? IPP Functionalities Users could interact with the IPP in a variety of ways, ranging from simple retrieval of documents and statistics to using the IPP as a platform for collaborative diagnostic analysis. What functionalities should the IPP include? How could these be built and maintained? And should some functions be prioritised over others? STI Policy Manual Standards in labelling and defining policy and governance features are important for organising, retrieving and comparing information in the IPP. Furthermore, if widely adopted, they could allow the IPP to seamlessly link to other information systems, e.g. the EC s ERAWATCH / RIO. Could such standards be encapsulated in manual-like guidance, and if so, how? IPP Statistical Platform Data will be an important feature of the IPP. Many users will want quick and easy access to an interactive and intuitive statistical resource. The IPP s diagnostic guidance also heavily relies upon statistics. What statistical features should the IPP include? And how can the IPP be used to support the statistical community in its own development work? 12:30-14:00 Lunch14:00-15:00 Plenary session group reports 15:00-16:30 Afternoon breakout groups (moderators tbd)15:00-16:30 Eliciting Country Inputs Much useful information and analysis rests with member countries. How can this be captured by the IPP? The IPP will also feature country pages what roles can countries play in maintaining these? More broadly, what roles can countries play in developing new content for the IPP? Enrolling the Academic Community The IPP aims to reflect the state-of-the-art in STI policy information and guidance. Much of the necessary expertise resides in the academic community. How can the academic community be engaged in the IPP? What incentives would attract academics to contribute to the IPP? IPP Sustainability The long-term success of the IPP will depend upon featuring state-of-the-art information on an IT platform fit-forpurpose. How can content be generated on a routine basis? How can IT systems be kept up-to-date? What are the resource implications and how could they be managed by the project? IPP Governance As a collective activity depending upon a variety of inputs, the IPP faces several co-ordination issues. Means for setting strategic directions that reflect the needs of users should be implemented, as should arrangements for quality control, fundraising, and monitoring and evaluation. What are the available options? 16:30-17:00 17:00-18:00 Coffee break Plenary session group reports "(\djlćč& ( – ˜ š ˛ ´ ś Ę Ě ’ Z \ , .
